New EU standard on Risk-Based Inspection (RBI) EN16991 published on May 1, 2018!

After several years of intensive technical and organizational work, performed and financially supported by a group of industrial and other organizations (TÜV SÜD, TÜV Austria, EnBW, MAN, Shell, TÜV Rheinland SA, Bayer TS, BMILP China, DNV, Lloyd's and others), and led by Steinbeis Advanced Risk Technologies (convener A. Jovanović, project manager F. A. Quintero), the new EU standard on Risk-Based Inspection (RBI) EN16991:2018 was published on May 1, 2018, by NEN (The Netherlands)!  the new EU standard on Risk-Based Inspection (RBI) EN16991:2018 was published on May 1, 2018!

The standard was published by the Dutch Standardization Body NEN on May 1, 2018 (see https://www.nen.nl/NEN-Shop-2/Standard/NENEN-169912018-en.htm), followed by Swedish SIS (https://www.sis.se/api/document/preview/80003807/) - other national bodies will follow shortly.

The standard continues new directions in the area of RBI, established already by the pre-standard CWA 15740:2008/2011, and is aligned with the concepts of API and will be further supported by the national documents such as VGB 506-S. The standard is already mentioned in the legislation of a number of countries and supports more efficient, effective inspection and maintenance planning in industry (power, process, other). At the same time, the standard improves risk management and, thus, improves the safety of the plants and their operation, including all aspects of improved safety, environment, and business management. The concepts in the standard have been already applied in practice in many countries and, thus, have been "combat-tested".

R-Tech software for RBI/RCM/RCFA and HSE/HAZOP analysis verified by Bayer
News Photo R-Tech software for RBI/RCM/RCFA and HSE/HAZOP analysis are audited and verified by auditor from Bayer.
The audit took place on May 26, 2010 at premises of R-Tech in Stuttgart.



R-Tech software for RBI/RCM/RCFA and HSE/HAZOP analysis are audited by auditor from Bayer.

The aim of the audit is to check compliance of the software with requirements for related analysis from API-RP 580/581 (API RP 580 Recommended Practice for Risk-Based Inspection, Base Resource Document on RBI - API Publication 581) and CWA 15740:2008.

The audit took place on May 26, 2010 at premises of R-Tech in Stuttgart. The auditor, Dr. Matthias Pfaffelhuber, went through the analyses done for the project RiskNIS and showed the satisfaction with software itself, method applied during input data insertion and recommendation prepared by R-Tech expert team for NIS based on analysis results. 

Based on audit results R-Tech has received a certificate verifying that "... in the scope of activities RBI (Risk-Based Inspection), RCM (Reliability Centered Maintenance), RCFA (Root-Cause Failure Analysis) and HSE (Health, Safety, Environment) as well as the relevant consulting, professional services, training and education, the iRiS-Petro System meets all requirements of CWA 15740:2008 and API-RBI 580/581 (RBI)..."

News Photo Training for NIS a.d. personnel in HSE / HAZOP / Seveso II continues in Stuttgart...




Training in HSE / HAZOP / Seveso II continues with new course for NIS a.d. personnel on the premises of Steinbeis Advanced Risk Technologies, Haus der Wirtschaft in Stuttgart.
The aim of the course is
  • to renew and upgrade the knowledge on HAZOP methodology and on Seveso II directive,
  • as well as to provide skills necessary to prepare related Safety report.
The course tutor is Dr. Dirk Oberhagemann, German Fire Protection Association, together with Dr. Aleksandar Jovanović and Daniel Balos from R-Tech.
As one of the training results, examples of Seveso II Safety report will be prepared.
The first edition of the course, for personnel from Refinery Pačevo (Svetozar Eremić, Stevan Košarić) and NIS a.d. (Petar Stanojević), took place in August 20 to 26, 2007. 
From the November 12. to 16, 2007, the same training will be held for personnel from Refinery Novi Sad (Jasmina Saratlić, and Goran Ristović) and from Gas refinery Elemir (Oskar Tot and Duško Subotin).
In the same period, on the same place, the special group, RiskNIS - "J Factor group" (Svetozar Eremić, Dragan Popović) will continue the work started in August 2007, on J Factor separately.

The public workshop under the title Seveso II Directive – EU Guidance and support for its implementation will be held in Annex of Business Center of NIS Petrol Jugopetrol, Novi Beograd, Milentija Popovića 1, Congress hall on the first floor.
The main purpose of the workshop is to present EU guidance for implementation of Council Directive 96/82/EC, so-called Seveso II Directive and to conditions and partners for possible PPP-Project in Serbia in the area “Industrial Safety”.

The area of industrial safety, involving possible HSE (Health, Safety, Environment)impacts of industrial plants is a major concern in Serbia, where an effort is currently under way to introduce and align the national regulation with the EU ones (Seveso II, IPPC and others).

Major accidents in chemical industry have occurred world-wide. In Europe, following the Seveso accident in 1976 prompted the adoption of legislation aimed at the prevention and control of such accidents. In 1982, the first EU Directive 82/501/EEC was adopted. On 9 December 1996, the Seveso Directive was replaced by Council Directive, so-called Seveso II Directive. This directive was extended by the Directive 2003/105/EC.

Pavlovic, Lj. Jovanovic, A. Jovanovic (and, from the RTech side, S. Jovanovic and R. Guntrum) have discussed the project progress and coming activities up to September 2007.

Training, as defined in basic round of training in the contract,has been finished, including certification of all participants of the courses.
All RBI,RCM/RCFA and HSE analyzes that have been done are available for members on the RiskNIS site.
Feasibility study is updated based on revision 2 of RiskNIS Survey in RNS and RGE.
Coming activities include

  • additional training related to Seveso II directive (one training abroad and two trainings by the end of August and beginning of September in Novi Sad or Belgrade;
  • one data verification meeting
  • updating RCM/RCFA analysis based on data collected in RNP in the period July 09 to July 20, 2007.
  • updating HSE analysis for each units in refineries.

News Photo Certificates for all successful participants of RiskNIS Training Courses will be handed over by Steibeis representatives. The event will be held in NIS a.d Business center in Novi Sad, Narodnog fronta 12, at 10:00.



RsikNIS project includes a basic round of training of NIS a.d. personel. Training took place in the period end of October 2006 - the end of March 2007. and has icluded several courses and corresponding certification exams.
As defined by the contract, training issues have been elaborated in three diferent courses:
No 1: Risk based inspection (RBI) according to API 581
No 2: Reliability Centered Maintenance (RCM) and Root Cause Failure Analysis
No 3: HSE / HAZOP / Seveso II Directive.

News Photo The certification exam, as the final phase of the course Risk based inspection according to API 581, took place on November 27, 2006. at NAP premisses in Novi Sad. This means that the first one out of three courses planned within the basic training package is accomplished.
22 participants from NIS refineries, RNS, RNP and Elemir, took a part in the exam. For succesful participants certificates will be issued by Steinbeis University Berlin.
